(A) The Board shall set a date which shall not be later than August 1, for a hearing on the four-year construction plan.
(B) The Board shall give notice of the hearing on the four-year construction plan, by publication at least 14 days in advance in two newspaper of general circulation in the county.
(C) Within 60 days after the hearing, the Board shall adopt a four-year construction plan.
