(A) The Board shall appoint as County Highway Engineer, either a full-time registered engineer or employ the services of a qualified consulting engineer to act as engineer for the county highway system.
(B) The appointment or the contract of employment shall be made for a term of four years.
(C) The County Surveyor may be elected for the position if he or she is properly qualified to serve.
(D) The Board shall not discharge an engineer during the term of office except for cause.
