(A) Halloween or All Saints Day has been celebrated in the county in the past on many different days.
(B) In order to provide for uniformity in celebrating this date, the Board of the county desires to use the traditional approach.
(C) From and after this date, Halloween shall be celebrated on October 31 of each year, irrespectively of what day of the week it occurs on in the county.
