§ 70.13  TRAFFIC RULES.
   (A)   Stop when traffic obstructed. No driver shall enter an intersection or a marked crosswalk unless there is sufficient space on the other side of the intersection or crosswalk to accommodate the vehicle he or she is operating without obstructing the passage of other vehicles or pedestrians, notwithstanding any traffic-control signal indication to proceed.
   (B)   When permits are required for parades and processions. No procession or parade except funeral processions, the United States armed forces, the military forces of this state and the forces of the County Sheriff and fire departments shall occupy, march or proceed along any road, except in accordance with permission issued by the County Sheriff and such other regulations as are set forth which may apply.
   (C)   Boarding or alighting from vehicles. No person shall board or alight from any vehicle while such vehicle is moving.
   (D)   Unlawful riding. No person shall ride on any vehicle upon any portion thereof not designed or intended for the use of passengers. This provision shall not apply to any employee engaged in the necessary discharge of a duty or to persons riding within truck bodies in space intended for merchandise.
   (E)   Driving upon a sidewalk. No person shall drive any vehicle upon a sidewalk or sidewalk area, except upon a permanent or duly authorized temporary driveway.
   (F)   Containment of loads. Any person hauling stone, oil, rubbish or any other material shall see that the vehicle shall be of adequate dimensions and tight, so that none of such material shall fall from such vehicle. Any material falling, thrown or otherwise deposited from a vehicle shall be promptly removed from the road by the driver who shall be responsible for any damage done.
   (G)   Pedestrians to cross at right angles. Except where otherwise indicated by a crosswalk or other official traffic-control devices, a pedestrian shall cross a roadway at right angles to the roadway or by the shortest route to the opposite side.
   (H)   Limitations on turning around. The driver of any vehicle shall not turn such vehicle so as to proceed in the opposite direction upon any road in a business district.
   (I)   Tractors with lugs or cleats, or bulldozers. No person, firm or corporation shall cause to be operated a bulldozer or a tractor with lugs or cleats on any county road.
