§ 70.11  PERMITS FOR EXEMPTIONS FROM ROADWAY WEIGHT LIMITS.
   The County Engineer may issue temporary permits exempting trucks, vehicles and equipment from the road weight limits under the following conditions.
   (A)   The special permit granting a temporary exemption from road weight limits (the “weight permit”) may be issued by the County Engineer upon request and shall be issued in writing.
   (B)   The weight permit shall clearly identify the county road(s) that are being made exempt from the weight/load restrictions, and shall identify the route to be taken.
   (C)   The weight permit shall be issued for one day only.
   (D)   The County Engineer may issue a weight permit no more than four times per month for any given project or site.
   (E)   If the weight permit allows an exemption across a road in a residential area, it shall be limited to the hours of 8:30 a.m. through 5:00 p.m. except during the school year when it shall be restricted to 8:30 a.m. through 2:30 p.m. and 4:30 through 5:30 p.m. The purpose of this additional restriction during the school year is to prevent heavy trucks, vehicles and equipment on the residential county roadways during times when school buses are transporting children on the same roads.
   (F)   The weight permit shall allow no more than 15 trips per day. A TRIP shall be defined as the distance from the point of origin to the point of delivery and back.
   (G)   A copy of this section shall be attached to the weight permit in order to identify to any police officer who may stop a vehicle the county policy governing the weight permit.
   (H)   The party to whom a weight permit is issued shall be responsible for any damage to county roads, property or appurtenances caused by the vehicle, truck or equipment being operated under the weight permit.
   (I)   The party to whom a weight permit is issued shall provide the county with written security in an amount sufficient to protect the county against loss as determined by the County Engineer.
