(A) State speed laws applicable. The state traffic laws regulating the speed of vehicles shall be applicable upon all roads within this county except as this traffic code, as authorized by state law, hereby declared and determines, upon the basis of an engineering and traffic investigation, that certain speed regulations shall be applicable upon specified roads or in certain areas, in which event shall be unlawful for any person to drive a vehicle at a speed in excess of any speed so determined when signs are in place giving notice thereof.
(B) Speed limits in construction zones. The County Engineer shall have the authority to determine the speed limit in road or bridge construction zones. When a speed limit is so determined, it shall be the maximum legal speed in the construction zone when signs are erected by the county giving notice of the presence of a construction zone or area and giving notice of the speed limit.
