(A) There is hereby established the Clark County Local Aviation Grant Matching Fund (the “fund”), which fund is established this date and is made non-reverting in nature.
(B) The sole monies that may be deposited into this fund, from time to time, are local match monies approved and appropriated by the County Council for purposes of meeting local match requirements of the Board of Aviation Commissioners to address airport needs and projects in the county from time to time.
(C) The Auditor is ordered and directed to keep separate records of the fund, all deposits and all debits therefrom. Monies may be expended from this fund upon approval of a claim by the Board without the necessity of further appropriation after a presentation and explanation of the timing and need for release of such expenditures is made, on the record, at any regular or special meeting of the Board.
(D) The Board shall require, before approving a claim for release of any monies from the fund, supporting documentation and an appearance of a representative of the Board of Aviation Commissioners at a regular or special meeting of the Board prior to the Board approving a release of local match monies. This requirement of a personal appearance may be waived, in the discretion of the Board, in circumstances when the documentation is tendered in advance and clearly represents a legitimate and timely need for release of monies from the fund.
