(A) Every recital in the ordinance codified herein above is adopted into this section.
(B) There is hereby established the Clark County Soil and Water Conservation District Non-Reverting Fund (the “fund”). Said fund shall be non-reverting in nature and shall hold all deposits and receipts of monies paid to the District, under the procedures and in the circumstances outlined herein above.
(C) Monies held in the fund may be expended for operational expenses and personnel expenses of the District from time to time after such monies are appropriated for expenditure by the County Council.
(D) Specifically, monies from the fund may also be expended to pay employee compensation, for district employees, after the County Council, as fiscal body of the county, fixes the compensation for each such employee and appropriates the requisite amount of compensation from said fund for said personnel purposes.
