Whenever a license or permit shall be lost or destroyed without fault on the part of the holder or his or her agent or employee, a duplicate in lieu thereof under the original application shall be issued by the County Clerk on satisfying himself or herself as to the facts, upon the payment of a renewal fee of $10.
