It shall be unlawful for any locomotive, railroad car, or train of cars to stop longer than 15 minutes at any one time across any public highway, street, or road within the unincorporated areas of the county and it shall further be unlawful for any gate in use at such public highway, street, or road crossing within the unincorporated areas of the county to remain closed more than 15 minutes at any one time.
