8.19: FORESTRY:
   A.   Village Forester: The village manager shall appoint a village forester whose duties are defined herein and as directed by the village manager.
   B.   Duties: It shall be the duty of the village forester to have charge and control of the trees, shrubbery, and plants on village property. (Ord. 90-03-03)
   C.   Standards Adopted: The Clarendon Hills "Arboricultural Specifications Manual" is hereby adopted in its entirety and by its reference is made a part hereof. The "Arboricultural Specifications Manual" is kept on file in the office of the village clerk. (Ord. 90-03-03; amd. 2000 Code)
   D.   Planting: It shall be unlawful for any person to plant trees or shrubbery within village property without the consent of the forester.
   E.   Hazards: The forester shall cause the enforcement of this code to assure the free and unemcumbered use of the public way as pertains to vegetation upon and adjacent to the public ways. Where a hazard to the public safety exists, the forester shall cause the hazard to be eliminated. When the hazard exists on private property, the property owner shall be responsible to abate the hazard after notice and demand by the forester.
   F.   Trimming Of Trees: The owner of any lot or parcel of land in the village upon which any tree is growing, shall trim the branches thereof so that the tree shall not obstruct the passage of light from any streetlight, adjacent street or sidewalk. The owner of any tree shall trim all branches which overhang any street, so that there shall be a clear height of twenty two feet (22') above the surface of the street unobstructed by branches, and a clear height of ten feet (10') over any sidewalk. The owner shall remove from such tree all dead, decayed or broken limbs or branches that overhang a street or sidewalk. When any tree is dead, the owner shall remove it at his or her own expense.
   G.   Injury To Trees, Shrubs: No person shall, without written permission from the forester, remove, destroy, break, cut, deface, trim or in any way injure or interfere with any tree, plant or shrub in any public way or other village property.
   H.   Trees Interfering With Wires: When it becomes necessary to trim branches for the benefit of any person or corporation running wire through same, the trimming shall be done under the direction of the forester at the expense of the persons or corporations owning the wire.
   I.   Depositing Material: No person shall, without a written permit from the village forester, place or maintain upon the ground in any park or parkway in the village, any stone, cement or other material which shall impede free passage of water and air to the roots of any tree without leaving an open space of ground not less than two feet (2') in width all around the trunk of such tree.
   J.   Guards: In the erection, alteration or repair of any building or structure, the owner thereof shall place guards around trees in the street to effectually prevent injury to them.
   K.   Attaching Wires To Trees: No person shall attach any electrical wire, insulator or any other electrical device to any tree in any public way in the village. Written permission may be granted by the village manager for the temporary installation of decorative lighting devices in those areas zoned either general business or retail business for a period not to exceed forty five (45) days. Such permission may be granted upon the approval of such devices and installation procedures by the village electrical inspector. (Ord. 90-03-03)
