A. Permission: Possession of a valid building permit shall be held to imply a license to occupy such reasonable portion of the public street and sidewalk abutting upon and adjacent to the property covered by the permit in connection with the actual building operations allowed under such permit, subject to the supervision and direction of the village manager or his designee, and the provisions of this section. B. Materials On Streets: No building materials except those required for immediate use in connection with construction of a building or structure, or the alteration or repair thereof, shall be placed upon the street or sidewalk abutting upon or adjacent to such building. As soon as any building or structure is under roof, all public property shall be restored to the same or better condition as before the beginning of building operations. C. Area Used; Temporary Walks: No more than one-half (1/2) the space between the centerline of the street and the lot line of the premises upon which a building is being constructed or alterations or repairs are being conducted, and no more than one- third (1/3) the width of any public sidewalk, shall be occupied; provided, however, that the full width of the sidewalk may be occupied with the written consent of the village manager or his designee, and with provision of a temporary walk leading around the obstructed portion of the sidewalk and connecting with the permanent walk at either end. Such temporary walk shall be constructed to the satisfaction of the village manager and it shall be the building permit holder's duty to cause the same to be made safe and secure for public travel.
D. Access To Hydrants, Drains: No building material, temporary walk or obstruction shall be placed so as to prevent access to or obstruction of any fire hydrant, manhole, underground utility, catch basin, culvert, or vault, or so as to render any street, alley or public way impassable or obstruct the proper drainage of storm water.
E. Cleaning Walk: The holder of any building permit shall at all times during the work thereunder, maintain the reserved portion of the permanent sidewalk, or the temporary walk above provided for, in a safe condition and clear of material, rubbish, dirt, mud, or snow.
F. Cleaning Street: The holder of any building permit shall at all times during the work thereunder, maintain the public street in a safe condition, clear of work materials, rubbish, dirt, stones, mud or other debris.
G. Barriers: Any building permit holder shall erect and maintain a sufficient and suitable fence, railing or barricade to guard all excavations, embankments or obstructions along the street.
H. Lights: Any building permit holder shall place and maintain proper and sufficient warning or illuminating lights at and along every obstruction or excavation. No person shall remove, extinguish or disturb the lights.
I. Obstructing Gutters: A building permit holder shall not allow the obstruction of any gutter, ditch, swale, culvert, inlet or waterway of any street, so as to prevent free passage of water. (Ord. 90-03-03)
