A. Emergency Preparedness Coordinator; Position Created: There is hereby created the office of emergency preparedness coordinator, as appointed by the village president with the advice and consent of the board of trustees. Unless a specific appointment is made to the office of emergency preparedness coordinator by the village president, the fire chief will assume this office and the duties specified in this section and in chapter 51 of this code.
B. Powers And Duties: The emergency preparedness coordinator is responsible for:
(1) Coordinating the development of local government emergency plans for major emergencies by outlining which governmental forces and supporting groups will do what, under various emergency contingencies. Such planning shall not be limited to the village organization, but shall include other governmental forces, the medical community, welfare and voluntary groups, industry and others in order to develop capabilities in support of the local emergency plans. The village emergency plan shall be reviewed and approved by the village president and board of trustees;
(2) Implementing the approved emergency plans, including training to provide key personnel with experience in responding to major emergency situations;
(3) Recommending changes in the emergency plan to the corporate authorities from time to time;
(4) The emergency preparedness coordinator shall be under the general direction of the village manager on matters pertaining to the emergency plan.
C. Chain Of Command During Emergency Situations: To facilitate the successful completion of the duties of the emergency preparedness coordinator, the village operating department heads shall be under the direction of the emergency preparedness coordinator, upon consultation with the village manager, on matters pertaining to the emergency plan and during a major emergency once such emergency is declared by the village president or his authorized designee.
D. Governor's Declaration Of An Emergency: If the governor of the state proclaims that a disaster emergency exists, the emergency preparedness coordinator shall cooperate fully with the governor and state agencies in the exercise of emergency powers as provided by law. (Ord. 15-04-27)
