A. Creation; Terms; Qualifications: There shall be a zoning board of appeals and plan commission (the ZBA/PC) which shall consist of seven (7) members appointed by the village president with the advice and consent of the board of trustees. Each member shall serve for a term of five (5) years, commencing on June 1 of the year of appointment. The terms of office of members shall be staggered so that the terms of not more than three (3) members expire each year. One member shall be appointed as chairperson. Vacancies shall be filled for any unexpired term in the same manner as for original appointments. All members shall serve without compensation. All members of the ZBA/PC shall reside within the village.
B. Meetings: Meetings of the ZBA/PC shall be at least monthly. Special meetings shall be pursuant to notice given to the members of ZBA/PC at least five (5) days in advance of the meeting and published as may be required by the state statute for any public hearing.
C. Powers And Duties: The ZBA/PC shall have the full powers, duties and authorities as authorized by the Illinois statutes.
D. Zoning Appeals Powers: In acting on zoning appeals, the ZBA/PC shall have the jurisdiction, authority and powers set forth in chapter 20 of this code relating to zoning regulations.
E. Rules And Records: The ZBA/PC may establish its own rules concerning the time, place and conduct of its meetings. The ZBA/PC shall keep written records of its proceedings, which records shall be delivered to and maintained by the village clerk and shall be open at all times to inspection by the public.
