A. Topography And Grading: The slope, topography and geology of the dedicated site or grounds, as well as its surroundings, must be suitable for its intended purposes. Grading on sites dedicated for park uses shall not differ greatly from existing park sites within the park district. Grading on grounds dedicated for school purposes shall not differ greatly from existing school grounds within the school district.
B. Improved Sites/Grounds: All sites/grounds shall be dedicated as improved sites/grounds, i.e., in a finished graded, seeded and/or sodded condition with appropriate storm water management and erosion control systems and ready for full service of streets (including, but not limited to, pavement, curbs, gutters, sidewalks, street trees and streetlights), sewers, water, and electrical and other utilities, or acceptable provisions made therefor. All required improvements to sites/grounds, including, but not limited to, finished grading, seeding and/or sodding, storm water management and erosion control systems, streets, sewers, water and electrical and other utilities shall be completed prior to issuance of any building permits in excess of fifty percent (50%) of the building permits for the subdivision or planned unit development, but not later than two (2) years after the initial final plat approval for the subdivision or planned unit development. If the required improvements for a site/grounds are not completed at the time of dedication due to the delay in time between dedication of any such school grounds or park sites and construction of school or park facilities thereon, the subdivider or developer shall provide the school or park district accepting the sites/grounds with funds sufficient to complete the required improvements.
C. Frontage: Sites shall have, at minimum, adequate frontage along a publicly dedicated street to allow convenient access and, if necessary, parking facilities that will not adversely affect adjoining residential property. Thirty feet (30') of frontage will be provided for every acre of land that is dedicated with a minimum of one hundred fifty feet (150') of frontage required for any site.
D. Drainage: Except for storm water and surface water drainage facilities serving any park facility built on the site, detention or retention basins for storm water drainage from the surrounding development shall not be located on park sites. (Ord. 04-08-29)
