A. General Limits/Urban District: The entire Village has been found to be an urban district pursuant to the definitions declared in the Illinois Motor Vehicle Code. Due to the nature of construction of Village streets and pursuant to authority granted in said Code, no person shall drive a vehicle upon any street for which the Village has maintenance responsibility at a speed greater than twenty five (25) miles per hour except as hereinafter provided.
B. Specified Streets: Upon the basis of an engineering or traffic investigation for each of the streets enumerated in Schedule SC41 of this Code, which streets are subject to the maintenance responsibility of the Village, the maximum speed limit prescribed in subsection A of this Section is greater than is reasonable or safe with respect to the conditions found to exist, and it is hereby declared that a reasonable and safe absolute maximum speed limit at places which will give proper warning thereof.
