31.17: GARAGE AND CRAFT SALES:
   A.   Definitions: As used in this Section, the following words and terms shall have the meanings ascribed to them in this subsection:
   GARAGE SALE: Includes garage sale, basement sale, backyard sale or any similar type sale of three (3) or more household items and arts and crafts sale of handcrafted items which are held on residential premises and to which the general public is invited.
   HANDCRAFTED ITEMS: Household items fashioned by an individual on a limited scale with skills and tools normally found in a residential household.
   HOUSEHOLD ITEMS AND FURNISHINGS: Includes furniture, appliances, clothing, bicycles, decorative items and items of personal property used by and belonging to the members of the household or households participating in the garage sale.
   B.   Frequency And Length: Not more than two (2) garage sales shall be conducted in any one calendar year upon the premises of a dwelling unit. No such sale shall extend over more than three (3) consecutive days.
   C.   Source Of Sale Items: Garage sales are limited to household items and furnishings which have been in use in the dwelling located on the premises on which the sale is conducted or which have been in use in other dwellings in the same neighborhood, or handcrafted items, produced by a resident of the sale premises.
   D.   Advertising And Display Restrictions:
      (1)   Signs: No signs indicating the address, location or direction of a garage sale are allowed upon any street, parkway or other public place or on any property other than the property where the garage sale is to take place.
      (2)   Flags, Banners And Buntings: No flags, banners or buntings shall be displayed in connection with the conduct of any garage sale.
      (3)   Front Yards: No sale items shall be displayed or offered for sale in that portion of the front yard beginning ten feet (10') in front of the principal building and extending to the public right of way.
      (4)   Public Property: No sale item shall be displayed or offered for sale on any public property or right of way.
   E.   Permit, Application And Fee: No garage sale shall be allowed until a permit for such sale has been issued by the Police Department. Application for permits shall be made by the sale premises owner or occupant seven (7) days prior to the first day of the proposed sale. The fee for a garage sale permit is as provided in schedule S31 of this code. The permit must be prominently displayed at the location of the sale.
   F.   Temporary Parking Regulations: The police department may impose temporary parking regulations within the garage sale area as may be necessary for the proper conduct of vehicular traffic. (Ord. 593)
