31.15: PUBLIC AMUSEMENT, ENTERTAINMENT OR EXHIBITION LICENSES:
   A.   License Required:
      (1)   No person, firm or corporation shall hold or conduct within the Village any public amusement, entertainment or exhibition at which an admission fee is charged (except motion picture shows; bowling alleys, billiard halls and pool halls, which are elsewhere provided for) including, but not in limitation thereto, any athletic exhibition, boxing, wrestling exhibition, theatrical performance, public dance, concert, minstrel show, musical or dramatic entertainment, public reading or recitation, merry-go-round, roller coaster, or other form of amusement or recreation, without first obtaining a license to do so.
      (2)   No circus, menagerie, or circus sideshow shall be conducted, exhibited or operated within the Village limits without first obtaining a license.
   B.   License; Issuance; Fee: Each license shall state the particular class of amusement, entertainment, or exhibition for which it is issued, and the time for which it is to continue, and shall be issued only on the payment in advance of the required fee.
   C.   Discretionary Approval/Denial Of License: All licenses for amusement, entertainment, carnivals, circuses or the like may be granted only by the Village Board. In its discretion, the Village Board may refuse to grant any such license when it has reasonable cause to believe and does believe that the giving of the license would result in a violation of any of the ordinances of the Village or a violation of any of the police regulations.    D.   Inspection: All entertainments or exhibitions held in the Village shall at all times be subject to inspection and regulation by the authorities of the Village, and no exhibition shall be permitted to be given or continued when the same is found to be indecent, immoral or of a nature likely to corrupt the youth. All licenses shall be subject to police regulations for the preservation of the peace and the safety and health of actors and persons attending such exhibition. Any license may be, at any time, revoked by the President or the Village Board where it is found that such exhibition is indecent or lewd. Where the licensee neglects, fails or refuses to comply with all the regulations aforesaid, or where a license is revoked as aforesaid, all license fees as aforesaid shall be forfeited to the Village.
