An inspection fee of $5 shall be paid to the City Clerk for the issuance of each permit to build or install a septic tank system. Upon the payment of the inspection fee, it shall be the duty of the Director of the City-County Health Department to inspect the plans of the proposed construction, the location and actual construction. Upon the completion of the work, the Director of the City-County Health Department shall approve the septic tank before any connection or use of same is made. This approval must be done and certified to the Light and Water Department of the city before water or electrical power is furnished to the premises or lot upon which the septic tank system is located and which premises or lot it is intended to serve. Any reinspection made necessary by disapproval upon a prior inspection shall be made at an additional fee of $3 for each such reinspection.
