The city shall not furnish or sell electrical power to any residence, structure or building either within or without the city unless the wiring shall have been done by a person duly licensed by the city and in conformity with the provisions of this subchapter. In addition thereto, the residence, structure, or building, if not connected to the sewage disposal system of the city, shall not be furnished, supplied or sold electrical power unless the provisions of all ordinances pertaining to septic tanks have been complied with.
