(A) All persons, partnerships, corporations, firms, or individuals engaged in or hereinafter engaging in the business of installing electrical equipment as a contractor or as a master electrician, in or on any building within the corporate limits of the city shall procure from the City Clerk a registra-tion certificate, and upon the payment of $25, such registration shall entitle the holder to, when done by or under the direct supervision of a master elec-trician, install electrical conductors, fixtures or appliances, in or on any building within the corporate limits of the city for a period of one year or until July 1 following the year in which the registration was issued, after all other provisions have been complied with. All persons, firms, partnerships, corporations or individuals engaged in the business of installing electrical equipment as a journeyman electrician under the direct supervision of a master electrician, in or on any building within the corporate limits of the city shall procure from the City Clerk a license, and upon the payment of $10, such license shall entitle the holder, when done by or under the direct supervision of a master electrician, to install electrical conductors, fixtures or appliances, in or on any buildings within the corporate limits of the city for a period of one year or until July 1 following the year in which the registration certificate was issued, after all other provisions have been complied with.
(B) No registration shall be required of the following:
(1) An electrician's helper who works with, assists and is directly supervised by a master electrician; or
(2) A homeowner who is performing his own electrical work, except that all work performed by a homeowner shall comply with all parts of this subchapter regarding materials, workmanship and inspection.
