If any building erected or about to be erected in the city shall appear, upon examination by the Chief of the Fire Department, to be especially dangerous to life or limb by reason of insufficient thickness of walls, overloaded floors, defective construction or other causes, such building shall be held and taken to be dangerous within the meaning of and subject to all of the provisions of this chapter. The Chief of the Fire Department, besides proceeding as hereinbefore provided, may affix a notice of the dangerous character of the structure upon the external portion of the building. Any person removing said notice so affixed shall be deemed guilty of a misdemeanor.
