The Chief of the Fire Department shall have full discretionary powers of declaring to be a public nuisance all such buildings and structures, or parts of buildings, as are unsafe and dangerous from fire, decay or other cause, and institute such steps as may be necessary for the immediate abatement of any and all such nuisances. He or she shall have power to stop the construction of any building or any part thereof, or the making of any repair, where the same is being done in violation of this code.
