It is unlawful for any person or persons to hand, give, introduce or seek to introduce into the city holding facility of the city any instrument or other thing which might be used by any prisoner therein for the purpose of destroying property, or breaking the city holding facility, or damaging the same. Nothing in this section shall apply, to regular police officers.
