It is unlawful for any person or persons within the corporate limits of the city to knowingly sell any commodity or article of merchandise for which short weight or measure therefor is given. It is unlawful for any person or persons owning or keeping or having in charge any scales used in weighing livestock, hay, grain or other article to knowingly or wilfully report any false or untrue weight whereby another person shall be defrauded or injured.
