It is unlawful for any person to:
(A) Wilfully or wantonly destroy or injure any water pipe, hydrant, faucet or trough erected or placed in the city for its use or the use of the public or to take any water therefrom except for drinking for persons or animals, at such time and places as may be allowed by law; or
(B) Take any water from any hydrant, faucet or pipe in any park, street, public room, or building in the city except for use on the premises where the same is permitted to be taken.
