In order to receive a license under this section, the applicant shall possess a valid and current state sales tax permit unless the applicant can prove to the Clerk's satisfaction that he is not a vendor within the definition of the State Sales Tax Code. A copy of the state sales tax permit shall be provided by the applicant to the City Clerk.
