§ 31.47 SALARY.
   The salary of the Municipal Counsellor shall be established by the Mayor and Council and shall compensate for all routine duties performed for the city. Whenever the Mayor and Council deem it necessary, they may employ the Municipal Counsellor, or any other attorney or law firm for any particular matter, at a fee to be agreed upon between them.
