(A)   A certain document and any subsequent amendment thereof, three copies of which are on file in the office of the City Clerk, being marked and designated as “Compendium of the City of Claremore Street Paving Specifications, First Edition, 1983,” be and it is hereby adopted for the purpose of establishing the design, engineering, and construction requirements (including but not limited to types of materials, installation methods, proportioning, strength or density, and thickness) for all streets and alleys situated within the city; and each and all of the regulations, provisions, conditions, and terms thereof are hereby referred to, adopted, and made a part hereof as if fully set out in this chapter.
   (B)   No water or sewer service shall be connected to or in any housing or building area, development or addition requiring the installation and construction of streets, without the streets having been installed, and constructed in compliance with the compendium adopted herein.
   (C)   Any person who violates the provision of this subchapter and compendium shall be guilty of a misdemeanor and upon conviction thereof, shall be punished as provided in this code.  Each day that any violation continues shall be considered a separate offense.
   (D)   Nothing in this subchapter or the compendium hereby adopted shall be construed to affect any suit or proceeding pending in any court or any rights acquitted, or liability incurred, or any cause or causes of action acquired or existing under any act or ordinance hereby repealed; nor shall any just or legal right or remedy or any character be lost, impaired, or affected by this subchapter.
