Any service user willfully failing or refusing to remit or pay any emergency telephone fee or portion thereof rightfully due under this subchapter shall be guilty of an offense, and upon conviction, shall be punished as provided in this code. Each separate failure or refusal to remit or pay the emergency telephone fee hereof, shall be deemed a separate offense and shall be punished accordingly.
