911 emergency telephone services of the city shall be under the administration of the Police Department. The Police Department is hereby authorized, empowered, and charged with the emergency telephone service consistent with the distinctive duties, responsibilities and expertise of the Police Department, subject to the powers and duties of the governing body of the city.
