§ 96.20  DESIGNATION OF ADMINISTRATIVE OFFICE.
   (A)   The City Manager is hereby designated as the administrative officer to carry out the duties of the governing body set out in § 96.18 of this code.
   (B)   The property owner or the mortgage holder, as may be applicable, shall have a right to appeal to the municipal governing body from any order of the administrative officer.  Such appeal shall be taken by filing written notice of appeal with the Municipal Clerk within ten days after the administrative order is rendered.
