No disinterment shall be made in any space unless the same is paid for, as well as with the charge of opening and closing the place of disinterment. Disinterment shall be allowed only with the consent of the city, which consent shall be obtained upon presentation of suitable credentials and upon the written request of the owner of the space or the owner's representative.
