(A) Any person who violates any provision of this chapter for which no penalty is otherwise provided shall be subject to the penalty provided in § 10.99.
(B) Any person convicted of violating division (A) or (B) of § 70.14 of this chapter shall be punished by a fine of $10 and shall pay a maximum of $15 court costs thereof. This fine shall be suspended in the case of the first offense upon proof of purchase or acquisition by loan of a child passenger restraint system.
