All users of the municipally-owned wastewater system shall be charged the following monthly rates:
(A) A minimum monthly charge of $6 plus a charge of $3.40 per 1,000 gallons of metered water consumption.
(B) (1) The metered water consumption at a dwelling for December, January, and February shall be the actual usage during each month.
(2) The metered water consumption at a dwelling for the months of December, January, and February shall be added together, and the sum thereof shall be divided by three. The resulting average, rounded to the nearest whole number, shall be considered to be the gallons of water used each month at a dwelling during the period from March through November of each year.
