§ 157.02 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   APPLICANT. The person, business, or other legal entity applying for a fence permit.
   DRAINAGEWAY. The land used to convey stormwater or other surface water over, under, or across a persons property. DRAINAGEWAYS include drainage easement, utility easements with storm sewers, or overland swales, as well as undesignated land which is commonly known to convey water.
   FENCE. Any partition, structure, or grate erected as a dividing marker, barrier, or enclosure, but excluding hedges and planted landscaping.
   PERMIT. The right granted by the city to any citizen or business to construct a fence.
   PUBLIC WAY. Any street, alley, avenue, driveway, utility easement, boulevard, lane, park, parkway, sidewalk, right-of-way, and any other public ways, places, areas, or grounds within the corporate limits of the city as now or hereafter constituted.
