§ 118.06 DUTIES AND APPEALS.
   The Wrecker and Towing Services Official shall be charged with the duty of enforcing the wrecker and towing services code and all ordinances of the city relating to towing services provided through the rotational log of the city Police Department. An appeal may be taken from any ruling, interpretation, requirement, or decision made by the Wrecker and Towing Services Official by filing a written application with the City Clerk within five days from the ruling, interpretation, requirement, or decision. The appeal shall be heard by the City Manager or the City Manager's designee who shall issue a decision after meeting with the parties. An appeal from the decision of the City Manager or the City Manager's designee may be had by filing within five days from the date of the determination of the City Manager or his or her designee an appeal with the City Clerk requesting a hearing before the City Council. The hearing before the Council shall be informal and subject to such procedures as determined by the Council. The determination of the Council in the matter appealed from shall be final.
