(A)   The minimum facade requirements for newly constructed or renovated metal clad buildings located within the city that front onto a public dedicated right- of-way and utilized for commercial or industrial purposes hereafter include the requirement that the primary (50% or more) building material for all facades shall be brick, natural or cut stone, pre-cast concrete, on site tilt up panels, or any materials with a stucco-type finish or a masonry material.  RENOVATION in this section is defined as moving or replacing exterior building walls.
   (B)   In a side or rear facade of a metal clad building having a dedicated public entrance into a building or if the parking is located at the side or rear of the building, the facing facade must contain at least 50% of the recommended materials listed above for primary facades.
   (C)   Commercial and industrial buildings exempt from this section shall include:
      (1)   Storage buildings that do not face a dedicated public street, or those buildings that cannot be viewed from the dedicated public right-of-way; and
      (2)   Buildings located on property zoned Industrial Moderate District (IM) and Industrial Heavy District (IH).
   (D)   If any provisions of this section are declared invalid or the applicability thereof to any person or circumstances held invalid, the validity of the remainder of the section and the applicability thereof to other persons and circumstances shall not be affected thereby.
