The purposes of the landscape requirements in incorporated areas are:
(A) To achieve the objectives of the Comprehensive Plan;
(B) To promote the beautification of the city and contribute to the quality of life by:
(1) Maintaining compatible relationships between uses;
(2) Promoting reasonable preservation and replenishment of valued trees and vegetation;
(3) Aiding in the maintenance of the ecological balance by contributing to noise suppression, breaking up of "heat islands", air purification, oxygen regeneration, ground water recharge and storm water runoff retardation; and
(4) Maintaining a quality urban forest within a growing city.
