Each and every person owning or operating any hotel, motel or rooming house shall faithfully keep and preserve all registers and file records for each and every person entering the hotel, motel or rooming house as a guest for a period of not less than three years from the date of the last registration made therein. It is the intent of this section that the register or file shall show at any time upon inspection a complete and full list of all registrations made within the last three years with their respective dates.
