Each and every person owning, conducting or operating a hotel, motel or rooming house is hereby required to keep a book or file in which the name, post office address, date of arrival and registration and date of departure shall be entered and shall be signed by the guest. The room assignment shall be added by the proprietor of the establishment. No person shall be received as a guest of any hotel, motel or rooming house who shall refuse to register as required by this chapter.
