Sewer service fees, for the purpose of providing funds for the maintenance of the sanitary sewer system of the city and for the purpose of providing additional funds for the maintenance and administration of the indebtedness and prospective indebtedness of the city and for the purpose of providing funds for regular municipal functions, are hereby fixed and established as follows: All users of the sewer system shall be charged a rate based upon the amount of water metered to the user's premises per monthly billing period in amount as set by the Council by resolution or ordinance. Any sanitary sewer user who is not also a water customer of the city shall pay a charge based on individual agreements approved by the Council. A copy of the current rates in effect shall be kept in the City Clerk's office and the Water Department. All sanitary sewer service billing periods shall coincide with the billing periods of water service to the same user or premises.
