§ 52.001 DECLARATION OF PUBLIC UTILITY.
   The sanitary sewer system owned, maintained and operated by the city is hereby declared to be a public utility and as such is declared to be a proper source of revenue to provide for the upkeep and maintenance of the sewer system and other municipal purposes.
