The City Council may, by resolution adopted in accordance with due process requirements and the procedure set out in § 39.70 of this chapter, recommend to OHFA approval or disapproval of an application. The resolution of the City Council recommending approval or disapproval of an application shall be mailed to the applicant and to OHFA by certified mail, with return receipt requested, not later than three business days prior to the last day of the comment period provided by the OHFA Regulations. A copy of this subchapter shall be mailed with the resolution.
