§ 54.02 IMPOSITION OF CHARGE.
   The cost of operating the street lighting system shall be charged to all property owners benefitted by street lighting. The owner and occupant of property on which, or adjacent to, there is a street lighting system shall be personally liable for such benefit determined as provided in this chapter.
