§ 53.04 KIND AND PLACEMENT OF CONTAINERS.
   (A)   Residential units. The refuse receptacles shall be made of plastic and not exceed 45-gallon capacity. They shall be water-tight and fitted with handles and a substantially tight-fitting cover to prevent disturbance of contents thereof by cats, dogs and other animals, and to prevent the propagation of, and infestation by, rats, flies and the like. The city may have recycling receptacles available for purchase by the residents, and the receptacles shall be constructed of weather-proof, insect- and rodent-proof material such as plastic.
   (B)   Commercial and industrial establishments. The owner, manager, proprietor, agent or occupant of any residential unit larger than a four-plex, store, hotel, restaurant, saloon or industrial building within the city shall be responsible for providing water-tight receptacles for the reception of garbage and refuse. These containers shall be water-tight and fitted with substantially tight fitting covers to prevent the disturbance of contents, and to prevent the propagation of, and infestation by, rats, flies and the like.
   (C)   Placement of containers. Containers shall be placed at the designated collection point on days specified by the city. Collection points will generally be the curb line in front of the property, or at other designated point agreed upon between the resident and the contract hauler. Receptacles shall be placed at the collection point by the time specified by the hauler on the designated day of collection, and shall be removed by the end of the designated day of collection and not otherwise stored in areas of the front yard visible from the front curb line.
