For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
RECYCLABLES. Items of newspaper, glass, cans and plastic.
RECYCLING. Any process by which materials which would otherwise become solid waste are collected, separated or processed and returned to the economic mainstream in the form of raw materials or products.
REFUSE. Putrescible and non-putrescible solid wastes including garbage, rubbish, ashes, incinerator ash, incinerator residue, street cleanings and market and industrial solid wastes, and not including municipal treatment wastes which do not contain free moisture. It also includes combustible and non-combustible wastes such as paper, cardboard, cans, yard waste, wood, glass, bedding, crockery or litter of any kind.
REFUSE/RECYCLING SERVICE AREA. The area in which the city shall provide for the collection and disposal of refuse, recyclables and yard waste.
