(A) The city is responsible for all street lateral, main and intersecting sewers and structures by which sewage or industrial wastes are collected, transported, treated and disposed of.
(B) Homeowners are responsible for the plumbing inside or a part of a building or premises served, or service sewers from their home to the city main.
