(a) The Circleville-Pickaway Community Improvement Corporation, dba Pickaway Progress Partnership (P3) is hereby designated as the community improvement corporation to serve as the agency on behalf of the City for the reclamation, rehabilitation and reutilization of certain vacant, abandoned, tax foreclosed, or other real property within the City as part of the City’s desire to promote economic development and revitalization.
(b) The Mayor is hereby authorized and directed to enter into an agreement with P3 to prepare a plan to promote and encourage the establishment and growth in the City of industrial, commercial, distribution and research facilities and for the reclamation, rehabilitation and reutilization of vacant, abandoned, tax foreclosed, and other real property within the City.
(c) The plan to be developed by P3 shall provide the extent to which it, as the community improvement corporation, shall participate as the agency for the City and shall be submitted to, reviewed and confirmed by Council.
