(a) There is hereby established a Circleville Area Joint Recreation Board to govern the operation and maintenance of the joint recreation facilities for residents of Circleville Township, Washington Township and the City. The Board shall possess all the powers, and be subject to all the responsibilities, of the respective local authorities under Ohio R.C. 755.12 to 755.18, inclusive.
(b) The Board shall consist of seven members. The Mayor of the City, with the advice and consent of Council, shall appoint three members to serve on the Board. The Board of Trustees of Circleville Township shall select, by majority vote, two members to serve on the Board. The Board of Trustees of Washington Township shall select, by majority vote, two members to serve on the Board. The representatives serving the City shall serve staggering one- year, two-year and three-year terms. The representative serving the Circleville Township and the representatives serving Washington Township shall serve staggering terms of one year and two years. All appointments made thereafter shall be for terms of five years. Vacancies in the Board occurring otherwise than by expiration of term shall be for the unexpired term and shall be filled in the same manner as original appointments. Members of the Board shall serve without pay, but may be reimbursed for actual expenses.
(c) The Board shall operate under authority granted by Ohio R.C. 755.12 through 755.18 and amendments thereto.
(d) The formation of the Board and the recreation district resulting from the joining of the recreation facilities of the City, Circleville Township and Washington Township shall in no manner divest subdivisions of ownership of existing park lands, recreation areas or other public lands. A subdivision may, in it uncontrolled discretion, delegate to the Board authority over all or any part of such public lands and limit the term of such authority to a period not less than one year.
(e) Expenses incurred in the operation of recreation facilities under the authority of the Board shall be paid from the General Fund of the recreation district. Such fund shall be generated by voluntary contributions from subdivisions, private contributions and revenues generated through a levy pursuant to Ohio R.C. Chapter 5705.
